How can the NYC subway system/MTA be improved?

As a potential NYC Mayoral candidate for the coming general election in November 2021, I plan to propose four ways to New York city voters, the City hall, the NYC DOT and the Governor via my campaign site and non-partisan debate venues.

The four proposals will be in this order:

• Management — NYC subway and the MTA has too many top earning managers and executives on 200k a year than mechanics, motormen, signal staffers and cabin patrol personnel.
• That’s a big chunk of subway yearly budget going to salaries, perks and pension. That’s got to change.
• Infrastructural upgrade — NYC subway and the MTA runs on a system that is almost a century old. Due lack of adequate funding and budget cuts, some areas have had to be closed off. Now, neglected and unserviced infrastructures in these areas are not only decaying, they are and crumbling, and are no different from the over used ones.
• This could be tackled by simply looking into new materials — that are non metal/steel based, plus a few other environmentally friendly alternatives that NYC used for building public parks.
• I will prioritize adapting “assistive” technologies like CBTC + a few shinny gadgets as something to be seriously considered. The subway system and it’s multi-sharing transport network alone carries almost 1.6b commuters a day. That’s a huge revenue for the city.
• Now what I do with my hand’s on workers is my problem. Nonetheless, I will reduce constant disruption and delays in the first few months before removing it totally.
• Admin — From experience gained looking over NYPD’s budget and operating style, I’d recommend a horizontal management and administrative system between city/subway/MTA workers under the cover of whatever union they might have. Surprisingly, city workers perform well under this type of management style — regardless of race, gender an age.
• Politics — Budget allocation and shifting priority to another thing or other things by our premier executives — the Mayor and the Governor, is something that has always affected the subway and our public transport system.
• To tackle this, I will propose a grading system and a subway debt/credit program to offset any budget allocation and cost. Yes the subway and the MTA can generate money to pay for it’s repairs and upkeep, but it needs a budget infusion of credit or raw fund to meet this capacity.
• I will also grade all assets managed by the DOT — for repairs, update and effectiveness, before going digital with our transport system.
